Stadium Rules for the UEFA European Under-19 Championship Romania 2025
1. Scope
These Stadium Rules, and any policies and procedures in place in respect of sanitary measures, apply to all ticket and/or accreditation holders who enter stadium premises used in connection with the UEFA European Under-19 Championship Romania 2025 owned by Union of European Football Associations (hereinafter “UEFA”) and organised by the UEFA European Under-19 Championship Romania 2025, Host Association, namely the Football Federation of country Romania (RFF) (hereinafter the “Host Association”).
The stadium (hereinafter ”Stadium”), as referred to in these Stadium Rules, includes all areas within the Stadium premises and its immediate vicinity where the UEFA European Under-19 Championship Romania 2025match will be played, is played or has been played, that are only accessible with a match ticket (hereinafter “Ticket”) and/or a UEFA European Under-19 Championship Romania 2025 accreditation (hereinafter “Accreditation”), including all entrances and exits.
These Stadium Rules and the Prohibited Item List shall, for the period during which a Ticket or Accreditation is needed to enter the Stadium, (subject to applicable laws and regulations and unless otherwise notified by UEFA) replace the stadium rules of the Stadium which governs other matches and/or events played and/or held at the Stadium during other periods.
The Stadium Rules shall be available on the official website of LOS at http://www.bilete.frf.ro/U19EURO and at the entrances to and inside the Stadium at all times during the enforcement period of the Stadium Rules.
In addition to these Stadium Rules, all persons shall comply with any Code of Conduct for Spectators or Code of Conduct for Accredited Persons (as applicable) which is in place for the UEFA European Under-19 Championship Romania 2025.
2. Entrance
- Entrance to the Stadium shall only be authorised upon presentation of a valid Ticket and/or Accreditation for each individual person, regardless of age. The Ticket and/or Accreditation must be shown for inspection on entrance to, and inside, the Stadium at the request of any person appointed by UEFA and/or the Host Association, or at the request of a police officer. If requested, proof of identity must be shown in the form of an official document. Failure to cooperate will result in access to the Stadium being denied or expulsion from the Stadium.
- The validity and usability of Tickets and Accreditations shall be determined according to the relevant UEFA European Under-19 Championship Romania 2025 Ticket and Accreditation terms and conditions. Ticket and Accreditation holders may only enter the Stadium with a Ticket or Accreditation that is acquired/granted and used in compliance with such terms and conditions. Tickets and Accreditations that are acquired from unauthorised sources shall be invalid.
- Ticket holders under the age of 16 shall only be authorised to enter the Stadium with an accompanying adult, who will be responsible for them. The accompanying adult must also hold a valid Ticket.
- Disabled persons shall be able to reach accessible areas via entrances provided for this purpose by presenting a valid Ticket for disabled persons. Any accompanying person must also hold a valid Ticket. Proof of disability must be shown at the request of any person appointed by UEFA and/or the Host Association.
- Ticket Holders shall be permitted to access the Stadium from such time as the gates open (the time of which shall be displayed on the Ticket). UEFA and the Host Association shall determine, taking into account matters such as safety and security, whether gates (and which gates) shall be required to be closed following kick-off and, if so, at what time. Whilst UEFA and the Host Association shall take reasonable steps to ensure that the gates shall remain open as long as possible following kick-off, Ticket Holders should be aware that gates to access the Stadium may be closed in the event that they arrive at the Stadium after kick-off and that, whilst UEFA and the Host Association shall use their reasonable endeavours to provide access to Ticket Holders in such circumstances, access to the Stadium may not be possible in the event that Ticket Holders arrive late at the Stadium and the gates have already closed.
- The driving and parking of vehicles at the Stadium is only permitted with the special authorisation of UEFA and/or the Host Association.
3. Personal controls
- Every person entering the Stadium is obliged to show and, if requested, hand over for inspection their Ticket and/or Accreditation to a person appointed by UEFA, the Host Association and/or the Stadium.
- Any person appointed by UEFA, the Host Association and/or the Stadium, is entitled to examine – including through the use of technical aids – whether persons represent a risk of potential disruption to public order, in particular on the grounds that they have consumed alcohol or drugs or are in possession of weapons or other prohibited items. Any qualified person appointed by UEFA and/or the Host Association, is entitled to search any person’s clothing and other items in their possession.
- Prohibited items will be confiscated by a person appointed by UEFA, the Host Association and/or the Stadium must be left, when and if possible, at the bag deposit by their owner. Persons appointed by UEFA, the Host Association and/or the Stadium have the right to refuse to store certain items at the bag deposit.
- Any person who refuses to abide by the Stadium Rules or who represents a safety or security risk will be turned away and denied access to the Stadium, without prejudice to any other action which may be taken against such person.
- Any person who makes unauthorised use of a Ticket or who is the subject of an applicable Stadium ban will be denied access to the Stadium and must immediately return their Ticket to UEFA and/or the Host Association (as instructed), in accordance with the Ticketing Terms and Conditions. Similar rules apply to any use of an Accreditation that is not compliant with the Accreditation Terms and Conditions.
4. Conduct inside the Stadium
- All persons entering the Stadium must:
- comply with any policies and procedures in place in respect of sanitary measures;
- conduct themselves in such a way that they do not harm, injure, endanger or unnecessarily obstruct or annoy others, or cause any damage;
- follow the instructions of persons appointed by UEFA, the Host Association and/or the Stadium, or the police, the fire brigade or other rescue services;
- occupy the seat allocated to them as indicated on their Ticket and use the appropriate access routes. A person will be obliged to sit in a seat other than that indicated on their Ticket for safety or organisational/operational reasons if asked to do so by a person appointed by UEFA, the Host Association and/or the Stadium, or a police officer.
- It is strictly forbidden to:
- throw any kind of objects from the stands to the pitch and
- enter the pitch from the stands
and any person violating these provisions may be subject to prosecution.
- If a person becomes aware of any damage caused to any property, or any accident of any kind, such person should take immediate steps to inform a person appointed by UEFA, the Host Association and/or the Stadium.
- Access will be strictly limited to that which the holder of the Ticket, Accreditation and/or, if applicable, supplementary access device, is entitled to.
- Further exceptional demands may be made in order to prevent, reduce or eliminate danger to life, health or property. Instructions issued by a person appointed by UEFA, the Host Association and/or the Stadium must be followed, and failure to cooperate may result in expulsion from the Stadium.
- Rubbish and empty packaging must be placed in the bins and containers provided at the Stadium. Any arrangements for the separation of waste must be respected.
- Smoking – including the use of e-cigarette products and heat not burn tobacco products – is prohibited in the Stadium, except, if permitted under applicable laws, within designated smoking areas.
5. Sound and image recordings and transmission
- All persons attending the UEFA European Under-19 Championship Romania 2025 take note that their voice, image and likeness recorded during their time in the Stadium (“Recordings”) may be used, free of charge, in any image, sound and audiovisual material in connection with the UEFA European Under-19 Championship Romania 2025, either simultaneously or at a later date. UEFA and the Host Association or third parties engaged or otherwise authorised by them in each case (e.g., broadcasting, press) create Recordings for the purpose and on the basis of their legitimate interest of public reporting and promotion of the UEFA European Under-19 Championship Romania 2025 pursuant to Art. 6 para. 1 (1) lit. f of the GDPR. Recordings may be processed, exploited and publicly reproduced by UEFA and the Host Association as well as third parties authorised by them in each case (e.g. broadcasting, press) within the scope of the same legitimate interest pursuant to Art. 6 para. 1 (1) lit. f of the GDPR.
- Persons attending the UEFA European Under-19 Championship Romania 2025 shall not collect, record, use or disseminate any sound, image, recording or depiction of the Stadium or the match (including any results, statistics, information or other data about the match, in whole or in part) over the internet, radio, television or any other current or future media – or assist any other persons in doing so – other than for private use. For the avoidance of doubt, UEFA or other authorised third parties are entitled to delete, or cause to be deleted, any images transmitted or publicly displayed in breach of this provision, and to bring any other claim against the responsible person (collecting, recording disseminating as described above) in a judicial or extrajudicial proceeding. In addition, by disseminating any sound, image, recording or depiction in breach of the preceding provisions of this Article, all persons shall grant UEFA the irrevocable right to use, reproduce and commercially exploit such disseminations including the intellectual property rights, if any, in such disseminations. All persons further agree (if and whenever required to do so by UEFA) to promptly execute all instruments and do all things necessary to vest the right, title and interest in such rights to UEFA absolutely and free of all encumbrances and other charges.
6. Prohibited items and conduct
- The following items must not be brought into the Stadium, unless authorised (as and when relevant) by UEFA and/or the Host Association:
- no bags larger than A4 (210 mm x 297 mm x 210 mm);
- weapons of any kind or anything that could be adapted for use as a weapon or a projectile, (including cane umbrellas). For the avoidance of doubt, a portable mobile phone charging device which is a similar size to or smaller than the phone itself, will not be considered as a projectile and will be permitted inside the Stadium;
- bottles, jugs or cans of any kind, as well as other objects made from plastic, glass or any other fragile materials, except items required on duly evidenced medical grounds;
- fireworks, flares, smoke powder, smoke bombs or other pyrotechnics;
- gas spray cans, corrosive/flammable substances, dyes, or receptacles containing substances which are harmful to health or highly flammable;
- face coverings, including helmets, balaclavas and ski masks;
- laser pointers;
- drones;
- food of any kind, except items required on duly evidenced medical grounds;
- alcohol, drugs or other intoxicating or dangerous substances, except substances required on duly evidenced medical grounds;
- any insulting, racist, xenophobic, sexist, religious, political or other illegal/prohibited material, including discriminatory propaganda material;
- any promotional, commercial objects or materials, including banners, signs, symbols and leaflets;
- flexible flagpoles that exceed 1 (one) metre in length and 1 (one) cm in diameter;
- banners or flags larger than 2.0 (two) x 1.5 (one and a half) metres. Smaller flags and banners may be permitted, provided that they are made from materials which are deemed to be non-flammable, and which comply with local law requirements. All banners or flags larger than 2.0 (two) x 1.5 (one and a half) metres are only permitted with a written request confirmed by UEFA and/or the Host Association;
- electronically, mechanically or manually operated sound-emitting devices such as megaphones;
- professional cameras and video cameras or other professional sound or video recording equipment, it being understood that cameras, video cameras and other sound or video recording equipment may be brought to the Stadium for private use and shall be accepted as such by UEFA and/or the Host Association;
- all devices used for the purposes of transmitting or disseminating any content in breach of Clause 5.2; and
- animals, except for guide and/or assistance dogs (provided that such guide and/or assistance dogs are permitted to enter the Stadium under applicable laws).
In the event of any doubt regarding any object brought to the Stadium, the relevant person appointed by UEFA, the Host Association and/or the Stadium is responsible for deciding which objects are prohibited or permitted in accordance with the Stadium Rules.
- It is strictly forbidden to do any of the following inside the Stadium:
- throw objects or liquids of any kind, particularly in the direction of another person or in the direction of the area around the pitch or the pitch itself;
- start a fire, or let off or launch fireworks, flares or other pyrotechnics;
- express or disseminate insulting, racist, xenophobic, sexist, religious, political or other illegal/prohibited messages, particularly discriminatory propaganda messages;
- act in a way which may be interpreted by others as dangerous, provocative, threatening, discriminatory or offensive;
- sell goods or tickets, distribute material (including printed material) or any objects, hold collections or carry out other promotional or commercial activities without prior written authorisation from UEFA and/or the Host Association, as applicable;
- climb on, or over, structures and installations not expressly intended for that purpose;
- write, paint on, or affix anything to, structural elements, installations or pathways;
- relieve oneself anywhere other than in the toilets, or litter the Stadium by discarding objects such as rubbish, packaging or empty containers;
- stand on seats in the spectator areas;
- disguise or camouflage oneself (in particular the face) in a way that hinders recognition;
- unless otherwise authorised by UEFA and/or the Host Association, access areas (e.g. function rooms or VIP and media areas) which are closed to the public or for which access is limited to holders of a specific Ticket, Accreditation and/or, when relevant, supplementary access device, if the person in question is not entitled to access such areas;
- unless otherwise authorised by UEFA and/or the Host Association, restrict or loiter in areas open to traffic, footpaths and roadways, entrances and exits to visitor areas and emergency exits;
- unless otherwise authorised by UEFA and/or the Host Association, enter pitch or the area around the pitch and
- any other conduct which is considered as unsafe, and which is prohibited by the security staff at the Stadium.
The above list is not exhaustive, and all persons shall comply with the instructions of safety and security staff at the Stadium in relation to their conduct.
7. Breach of Stadium Rules
Subject to any applicable laws, any breach of the Stadium Rules may result in the following penalties being imposed:
- expulsion from the Stadium and a possible report being made to the police;
- the banning of the offender from the Stadium for part or all of the duration of the UEFA European Under-19 Championship Romania 2025, in accordance with the Accreditation Terms and Conditions or the Ticketing Terms and Conditions (as applicable);
- the cancellation and invalidation, without refund, of the Ticket and any other Tickets that have been purchased or obtained by the offending person for the UEFA European Under-19 Championship Romania 2025, in accordance with the Ticketing Terms and Conditions;
- the provision, in accordance with applicable laws, of the offender’s personal information to relevant national football associations and/or the police so that appropriate measures can be taken (e.g. national stadium bans);
- the initiation of legal proceedings by UEFA and/or the Host Association, or any other authorised persons or entities; and/or
- penalties or remedies in compliance with applicable laws.
UEFA and/or the Host Association reserve the right to pursue any other legal remedies at their own discretion.
8. Video surveillance
To ensure the safety of the public, the Stadium is equipped with a video surveillance system controlled by the Stadium, the Host Association, police officers or private security officers, images from which are likely to be used in the event of legal proceedings. Video surveillance includes the use of Body Worn Cameras, which also record audio. A right of access is provided for in compliance with local law.
9. Liability
Within the limits imposed by applicable laws, persons entering the Stadium acknowledge that they do so at their own risk and that they may be liable for damage or loss resulting from their actions in the Stadium.
10. Severability and amendments
- Should any provisions of the Stadium Rules be declared void, ineffective or unenforceable by any competent court, the remainder of the Stadium Rules shall remain in effect, as if those void, ineffective or unenforceable provisions had not existed.
- UEFA and the Host Association reserve the right to make reasonable amendments to the Stadium Rules from time to time, the latest and effective version of which shall be available on the LOS official website at http://www.bilete.frf.ro/U19EURO
11. Authentic text
The Stadium Rules have been drafted in English and translated into language of host country (Romanian) . In the event of any discrepancy between the texts, the English text shall prevail.
12. Applicable law and jurisdiction
- The Stadium Rules shall be governed by and interpreted in accordance with the laws of Romania - host country.
- All disputes arising from or related to the Stadium Rules shall be submitted to the competent court in Bucharest, Ploiești and Voluntari.
